It's no longer Earth as we knew it.
In a far, far future, thanks to the melting of the ice caps, most of the world was flooded. The greatest minds of the time saw the oncoming disaster, but could not act in time to stop it entirely. Their idea was ridiculous at best, yet with a lot of effort and a lot of luck, the strongest magic available was used to lift an entire continent into the sky. Only a fraction of the population was saved, and the continent split in the process. The rest of the world died beneath the waves, save for what few were able to cling to the highest pieces of land, mountains that became islands.
It's now centuries later, and the two floating nations are thriving. One is named Britannia, home to a culture that values tradition and technology. Overseen by the royal family and the parliament, including six generals, Britannia looks much like one enormous city from above. Overcrowding has forced the residents to pack into whatever space they could, and many live on homes that never touch the ground. The entire capital city of Valhalla is floating, with the poor living in its shadow.
Then you have Tortuga. With a mountain range on its western half and a desert covering everything else, life has never been easy here. The Pirate Lords rule with an iron fist, but it's under their rule that Tortuga has become the power that it is today. By ruthlessly enforcing their own laws and views, they not only manage to keep the peace, but have formed an army of airships that is easily the rival of Tortuga's standing fleet.
And rivals they are. Battles between the two nations are common, made even deadlier thanks to the Great Divide between them - the jagged edges of the continents a graveyard for hundreds of ships, those that didn't avoid them entirely to crash into the sea. Lately, Britannia and Tortuga have fallen into an uneasy stalemate. Some are hoping that peace will finally come; others are convinced that it's only a matter of time before the armies clash again.
There are the rogue pirates, who are a thorn in the side of both nations. The remaining islands are home to cannibals, both the sea and sky made all the more deadlier by the monsters that live in them. There are rumors of great treasure, as there always are, if you only know where to look for it.
