I remember how to fly.

General note:
So in my mind, every song has a story to tell. But in Japanese songs its not uncommon not to have any subjects. In this song, the only subject mentioned is "you" and only once. So I am left to fill in who I think is talking to whom and about whom. This is both the charm and the bane of Japanese songs. When I use 'you,' in most cases I'm using the impersonal 'you,' as in 'people.' So here is my story:

If I say that the person talking in the song is the boy, and he is talking to himself, it makes the most sense. It sounds as if he was dating someone (his important thing) and he was weak and thus ran away (Line 3), but then realised that what he wanted, what was really precious, was actually her. Since he has already burned that bridge with her (by running away), he has buried these memories thinking that he couldn't go back and fix his mistake, but he in this song he is talking about going to try to win her back. Thus "I haven't fogotten; I still remember how to fly." He talks about wanting to be stronger so that when he meets her again, he can go back and change the mistakes he made in the past and they can create a future together.
[1] Lit. "The important thing is very close"
[2] This bit about the flower could be making reference to the girl, or could be an actual flower, I suppose. In any case, seeing that the flower even has more strength than he does, he tells himself (in command for even!) to take back the past he'd hidden away.
[3] This is more like "Anyone who is alone is not really alone," but since he is telling himself, I think he should be making a comment on people. Later he says that the 'precious thing' is etched on his heart, so I think he is saying that even if he is alone he has the 'precious thing' etched on his heart so he isnt alone.
[4] This is a correct translation, but its more like there was a memory and he put it somewhere and its not that he has forgotten its just that its somewhere (but he can find it). Sorry, its a complicated implication. D:
[5] I think this is implying that because he closed his eyes (if you cant see it it cant hurt you, like a roller coaster or something) on the girl because the idea of her was scary (thus "difficulty"), he also blocks out the good things about it because he is closing his eyes on the whole situation.
[6] Something that you didnt think was precious is then precious because you lost it; Since you lost it in the past, you cant go back and change it, you can only look back on it. But he is saying that he is going to turn things around and go towards the precious thing from the past.
[7] Lit. "I can create tomorrow, surely" but I used it in more of a metaphorical sense like "I can create the image of what I want for the future"
[8] This implies that he did learn to fly at some point in time and that, like riding a bicycle, even if he thinks he has forgotten it now part of his heart and he can remember how to fly.
