EDIT: According to Aubrey's Riftwiki-fu, the Conrad Hotel page has this to say about the unfinished rooms: "A few of the resident rooms were commandeered by Jack Harkness for common areas. They're still under construction, but in planning are counseling rooms, a library, a rec room type setup, and an indoor garden, at least." So, you know, if that helps anyone.
