This is the Corpus Clock, one of the more recent additions to the "Historic" centre of Cambridge. More commonly called the Chronophage (literally "time eater") after the large grasshopper-shaped escapement mechanism which sits atop the clock and "eats" the seconds as they go by, it's quite a tourist draw and has its own Wikipedia entry .
