Sociologist who helped craft 'don't ask, don't tell' dies Tue Jun 3, 10:29 AM ET



Sociologist Charles Moskos, an expert on the attitudes of servicemen and women who helped formulate the "don't ask, don't tell" policy toward gays in the military, has died.

The retired Northwestern University professor died of cancer Saturday at his home in Santa Monica, Calif., his family said. He was 74.

His surveys on military personnel issues, such as morale and recruitment trends, made him widely quoted in the news media. But he was best known for the advice to the Joint Chiefs of Staff that led to "don't ask, don't tell."

Under the policy, passed by Congress in 1993 in the early months of the Clinton administration, gays are allowed to serve in the military, but they are prohibited from engaging in homosexual activity or talking about their sexual orientation.

He acknowledged that the policy, which had critics on both sides of the debate, was imperfect.

"It's like what Churchill said about democracy — it's the worst system possible, except for all the other ones," Moskos said in 2006. But he said allowing gays to serve openly would hurt the morale of the military rank-and-file and make many recruits uncomfortable.

To critics who called for the Pentagon to be more flexible about gays, he noted that "don't ask, don't tell" is the law.

"Any change in the status of homosexuals in the military requires congressional action," he wrote in a letter to the editor of The New York Times in 2005. "Your editorial implies that the military should disobey the law. Who is hiding from reality?"

He also was a strong advocate of military service for young people from all segments of society. He argued it would increase public support for the military.

"Imagine if Jenna Bush were in Iraq today," he said in 2004. "We would be much more committed."

In a 2005 Associated Press interview, he said of the 750 men in his Princeton University graduating class in 1956, more than 400 went on to serve in the military. Of the 1,100 men and women in the 2004 Princeton class, eight joined, he said.

"That's the difference," he said.

Moskos himself was drafted after graduation and served two years in the Army. He earned graduate degrees at UCLA and joined the Northwestern faculty in 1966 after working at the University of Michigan.

Moskos' work earned his several awards, including the Distinguished Service Medal, the highest honor the Army awards civilians.

"He truly had an impact on the military," retired Gen. Wesley Clark said in a statement. He said Moskos "gave many of us the reassurance that someone out there knew us, cared about us and could help see our best interests as a nation and a military were looked after."

Moskos retired from Northwestern in 2003 and moved to Santa Monica. However, he returned to the university each fall to teach an introductory sociology course.

UH's '95 ESSAYS -- "The Deadly Deep" [Jul. 3rd, 2006|12:03 pm] THE DEADLY DEEP


I'm thinking about war. In "The Vietnam in Me," Tim O'Brien wrote of places "where the land itself could kill you." I spent Saturdays after soccer practice near those places. Creature Double Feature: three hours, two monster movies. But never one where the land itself could kill you. An avalanche, earthquake, or eruption maybe. Or towering monoliths that grew from meteorite fragments when it rained. They grew and toppled and crumbled and grew. If you touched them, they sucked something out of you which turned you to stone. But they came from outer space. A "land itself could kill you" movie was probably never made because, quite frankly, we'd be screwed. No way to fight back if you've nothing to stand on.

There are lots of animals, though, that almost wiped us out: bees, birds, slugs, frogs, and worms to name a few
small ones. They attacked relentlessly, overwhelming by sheer numbers. Sometimes they were just doing their animal thing
and got on a roll, like the fleas did in the Dark Ages or the vires are now. Most often they were reacting to some civilized
stimulus.

The Deadly Deep, by John Messmann, is one such nature versus man novel. A scientist in Florida is working with an orca. He's transplanted human brain tissue into the whale and is re-measuring its intelligence. The orca escapes and soon afterward the creatures of the sea begin eating beachgoers and overturning boats. Millions of fish are seen swimming in a mile wide circle on the surface, and as more join in, they swim faster and faster, and more join in, and then, still swimming in the circle, they submerge. Fifteen minutes later Miami's gone. Tidal wave.


The hero, Aran, confronts the orca, Enos:
Aran -- Stop killing.
Enos -- No.
Aran -- Why?
Enos -- Man bad.
Aran -- Why?
Enos -- Man kills.
Aran -- Fish kill.
Enos -- Fish kill to eat.

In the end, just before the sea creatures work loose part of the Antarctic ice shelf to push it north into the Pacific
and plunge the globe into an ice age, they stop and give us another chance.

A Greek playwright once put us all on trial before our peers in the animal kingdom. It was decided that if two animal
species would step forward, had a reason why we should be spared, we would be. The faithful dog, of course, stayed by our side,
but the only other creature that did, the creature we owe our very existence to, was the mosquito. In the World War, we bombed buildings; in WWII, cities; and in Vietnam we bombed the jungle. We're still bombing the jungle. In South America and Africa and Indonesia, an acre and a species a minute, we are at war. Relentlessly overwhelming with sheer numbers.


David Brin's "Earth" takes place fifty years from now. A rebellion in central America damages a nuclear power plant
collapsing a magnetic field in a science lab and dropping a tiny black hole into the center of the earth. It's orbiting
around down there and actually might have been harmless were it not for the other black hole in its own orbit around the
core. If nothing's done, two black holes will soon orbit their ways through the earth's crust and fly off into space, which
will be bad for all that must live. I suppose in the ohnosecond! before extinction, we would think that the land itself was
killing us.

Too young for Vietnam to be in memory, I find its significance frightening. What used to be clan versus clan or culture versus culture over resources have become wars of political states, usually over resources but often over ideology. Almost any place can become a fire-fight in an instant. One could become involved or effected.

In memory to most, though disappointingly insignificant, is the other war, the one we are all affectedly involved in. It is the one we are all winning. The one in the jungles, concrete and verdant. It is the war which causes the creatures to attack, those that can, and leaves victorious man to wonder why. We are at war with our grandchildren and there's no way to fight back if you've nothing to stand on.

CAMDEN — The Mid Maine Sports Car Club put on an exhibition of British cars (although there were a few foreign interlopers) on Chestnut Street, Sunday, June 1.

The line-up included Jaguars, Triumphs, Austins, Hillmans, MGs and Bentleys, among others. Organizer Jim Lea said it would be nice to make the show an annual event.

ROCKPORT — Penobscot Bay Healthcare has raised almost $220,000 for the electronic intensive care initiative, set to launch at Penobscot Bay Medical Center in June.


The electronic ICU uses advanced voice, data and video technology, along with early warning software, to enable clinicians at the bedside to co-manage patients at PBMC with the intensive care team that at Maine Medical Center. HOSPITAL PHOTO

PBMC was recently awarded a grant of $183,000 from the Distance Learning and Telemedicine Grant Program, in the U.S. Department of Agriculture's Rural Development office.

The balance of the funds raised for the eICU, as it's called, came from the Pen Bay Healthcare Shall We Dance Gala held, May 3, at Owls Head Transportation Museum.

The eICU is a state-of-the-art long-distance monitoring system, which will give medical and nursing staff access to a team of intensive care doctors and nurses 24 hours a day via the MaineHealth VitalNetwork in Portland, a division of MaineHealth. It is expected to launch at PBMC on June 10.

Then from 6:30 to 8 p.m. June 26, Dr. Dana Goldsmith, vice president of medical affairs at PBMC, will discuss the eICU with the Emergency Medical Services (EMS) community and the public in Conference Room C in the Pen Bay Physicians' Building.

EMS personnel will be able to receive continuing education credits, and light refreshments will be served. This event is being coordinated in conjunction with Midcoast EMS.

Grandfather builds Web browser for autistic boy

John LeSieur is in the software business, so he took particular interest when computers seemed mostly useless to his 6-year-old grandson, Zackary. The boy has autism, and the whirlwind of options presented by PCs so confounded him that he threw the mouse in frustration.

LeSieur tried to find online tools that could guide autistic children around the Web, but he couldn't find anything satisfactory. So he had one built, named it the Zac Browser For Autistic Children in honor of his grandson, and is making it available to anyone for free.

LeSieur's quest is a reminder that while the Web has created important communication and educational opportunities for some people with cognitive impairments, computers can also introduce new headaches for families trying to navigate the contours of disability.

The Zac Browser greatly simplifies the experience of using a computer. It seals off most Web sites from view, to block violent, sexual or otherwise adult-themed material. Instead it presents a hand-picked slate of choices from free, public Web sites, with an emphasis on educational games, music, videos and visually entertaining images, like a virtual aquarium.

Other programs for children already offer that "walled garden" approach to the Web. But LeSieur's browser aims to go further: It essentially takes over the computer and reduces the controls available for children like Zackary, who finds too many choices overwhelming.

For example, the Zac Browser disables extraneous keyboard buttons like "Print Screen" and turns off the right button on the mouse. That eliminates commands most children don't need anyway, and it reduces the chance an autistic child will lose confidence after making a counterproductive click.

Children using the Zac Browser select activities by clicking on bigger-than-normal icons, like a soccer ball for games and a stack of books for "stories." The Zac Browser also configures the view so no advertisements or other flashing distractions appear.

"We're trying to avoid aggressive or very dark or complicated Web sites, because it's all about self-esteem," LeSieur said from Las Vegas, where he lives. "If they're not under control, they will get easily frustrated."

Autism generally affects a person's ability to communicate, and Zackary doesn't speak much. But his mother, Emmanuelle Villeneuve, reports that the boy can start the Zac Browser himself. He enjoys listening to music through the program and trying puzzles -- things he always liked before but hadn't been able to explore online, she said from her family's home in suburban Montreal.

Perhaps most tellingly, while he still acts out aggressively against the TV, she said, he doesn't try to harm the computer.

LeSieur didn't create the browser by consulting with people who are considered experts in disorders on the autism spectrum. The small software company he runs, People CD Inc., essentially designed the Zac Browser to meet Zackary's needs, and figured that the approach would likely help other autistic children. Early reviews have been positive, though LeSieur plans to tweak the program so parents can suggest new content to add.

Several autism experts were pleased to hear of LeSieur's work, and not surprised that he had not previously found anything suitable for Zackary.

After all, the autism spectrum is so wide that a particular pattern of abilities or impairments experienced by one autistic person might be reversed in another. In other words, creating software that would work for huge swaths of autistic children is a tall order.

Indeed, the Zac Browser might do nothing for another autistic child.

That said, however, LeSieur's approach of limiting distractions and using the software as a confidence-boosting tool "is a very good idea," said Dianne Zager, director of the Center for Teaching and Research in Autism at Pace University. She said many autistic students tend to do best with educational materials that make unnecessary stimuli fade from view.

"Some parts of the Web have so much extraneous material that it can be distracting, and for the nonverbal child, there might not be an ability to negotiate that information," added Stephen Sheinkopf, an autism researcher at Brown University.

This is not to say the Web is necessarily barren for autistic children. James Ball, an autism-education consultant in New Jersey, said many children he works with enjoy Webkinz, where kids care for virtual pets. Others find chat rooms and instant-messaging a lower-anxiety way of socializing than talking to someone in person, he said.

But the Zac Browser might turn out to be the rare tool that can be configured to strike a chord with a wide range of autistic students, said Chris Vacek, chief innovation officer at Heartspring, a special-education center in Wichita, Kan. Vacek is considering using the Zac Browser at Heartspring.

One huge advantage is that the browser is free, while many assistive technologies cost upward of $5,000 and work only on specialized devices. But Vacek, himself a parent of an autistic child, said the Zac Browser's best credential is that it appears to pass what he calls Heartspring's "acid test": It has a high chance of increasing a child's ability to do things independently.

"Let's hear it for grassroots innovation," Vacek said.

ROCKLAND — Local and state officials were reacting with excitement and pride Tuesday with the formal announcement that Boston Financial Data Services Inc. will expand to the 12 Water St. complex owned by Rockland Harbor Park LLC.


Boston Financial will lease this complex from Rockland Harbor Park LLC.

The company, based in Quincy, Mass., will hire 100 employees this year, 250 people within two years and possibly more in the future.

“This is great news, not just for Rockland but for the region and the state,” said Rockland City Manager Tom Hall.

Alan Hinsey of the Knox/Waldo Regional Economic Development Council, noted there was intense competition from throughout New England for these jobs. He said he believes Boston Financial choose Rockland because of the “affordable Class A facility,” an affordable and available workforce, and the attitude and responsiveness of local and state officials.

The economic organization was able to identify trained workers, who previously worked for MBNA and Bank of America, who are underemployed in the region.

“The rapid responsiveness of Tom Hall and the Rockland City Council was very important,” Hinsey said.

Hall said it was remarkable to find a tenant to take over 90 percent of the large waterfront complex.

“I’m not an economist but I’m a big believer in consumer confidence,” Hall said, adding that this should be a boost to the local region’s confidence.

The employees who come to Rockland will shop in the stores, eat in the restaurants and spend in the community, he noted.

Matt Jacobson, president of Maine & Company from Portland, said that a team effort led to the success.

Jacobson said he expects Boston Financial to hold a job fair this summer at which time, hirings will begin. The company also has an extensive job training program that will be provided to those who are hired.

The effort to land Boston Financial’s jobs started about six months ago, Hall said, at about the time that Athena Health announced it was locating in Belfast. That company had looked at Rockland and a real estate broker involved in that was in contact with a counterpart working with Boston Financial.

Boston Financial was looking to expand within a 200-mile radius of Boston and Rockland was on that outer end, Hall said. Maine & Company, which recruits companies to come to Maine, had a relationship with a site locator working with Boston Financial.

After that, came the hard work to show that Rockland was the best site.

Hall agreed, saying it took a lot of hard work from many parties to bring this to fruition. He said considerable amounts of labor data had to be mined to show the available, trained workers were here. The Pine Tree Zone benefits also helped level the playing field with other states, he said.

The effort shows the business friendly attitude of Rockland, he said.

Boston Financial Data Services, Inc. is a leading provider of investor and intermediary services to the financial services industry.

In a news release issued Tuesday morning, the company announced it had formalized a lease agreement with Rockland Harbor Park LLC.

Boston Financial, with headquarters in Quincy, Mass, currently employs 3,000 people in Quincy, Kansas City, Mo. and Lawrence, Kan.

Jacobson said the nonprofit corporation, Maine & Company, leveraged local and state incentives and provided site location services and workforce analysis data to Boston Financial.

"Rockland became a “short-list' contender when Boston Financial began looking for an additional location for expansion," said Jacobson. "We worked closely with state economic leaders and regional economic groups to provide an incentive package to locate Boston Financial in the Midcoast region."

In a prepared statement, Terry Metzger, executive vice president and chief operating officer of Boston Financial said "Our new site aligns with our long-term growth strategy while maintaining our commitment to the Boston, Kansas City, and Lawrence areas," said "We're excited about our new site in Maine, and the opportunity to build upon our position as an industry leader."

State leaders also offered their comments on the announcement.

"This is a great success story for the state; Pine Tree Zone incentives provided an attractive location package to Boston Financial," said Gov. John Baldacci. "The Pine Tree Zone economic program is, once again, creating more jobs in the state of Maine. This decision by Boston Financial also speaks to the quality of the state's workforce and our aggressive pursuit of jobs."

"Maine continues to attract industry leaders with our ability to provide key incentives for growing businesses and our available workforce," said John Richardson, commissioner of the Maine Department of Economic and Community Development. "We are proud Boston Financial selected Rockland as a home for its new facility and we welcome the company to the state."

Boston Financial services 116 clients representing in excess of 25 million accounts and 6,800 funds. According to the 2008 Mutual Fund Service Guide, Boston Financial has the largest shareholder account base of any third party service provider in the industry.

Boston Financial Data Services has provided investor and intermediary services to the financial marketplace. Boston Financial was founded in 1973 as a unique partnership between two of the leading forces in the mutual fund business - DST Systems, Inc. of Kansas City, Mo., and State Street Corporation of Boston, Mass.

In addition to Boston Financial, Rockland Harbor Park will be occupied by Amalfi's restaurant, a 37-slip marina and the restaurant that will be located in the former boathouse at the end of the 360-foot pier. Amalfi's will have seating for 200 in the former cafeteria of the complex, while the boathouse restaurant will have 150 seats, according to the plans.

The Harbor Park LLC property has been placed in the state’s Pine Tree Zone. That designation provides businesses that pay above average wage and benefits, a complete credit on state corporate income taxes for five years and a 50 percent credit in the next five years. Eligible businesses also can get an exemption on the sales tax for equipment and discounts on electricity.

The two-story complex, with a total space of 77,000 square feet, was last full of workers in April 2005, when MBNA announced it was closing its Rockland and Northport facilities. There were slightly more than 300 workers at the call center in Rockland at the time of the announcement by MBNA.

The complex was built in 2001 by MBNA.

The property was later purchased by Bank of America, when it acquired MBNA, and the Rockland waterfront properties were sold in March 2007 to a group of investors who formed Rockland Harbor Park LLC. The owners of Harbor Park are Matthew and Ellen Simmons, Stuart and Marianne Smith of Camden, Tom and Linda Meyer, and Jay Kislak. Matthew Simmons is owner of Simmons & Co. International and a seasonal resident of Rockport. He acquired the Strand Theatre and renovated it to its original state. The Smiths have been involved in numerous successful business ventures, including Maine Sport Outfitters in Rockport, Lord Camden Inn in Camden and are partners in the Breakwater Marketplace in Rockland. The Meyers are seasonal residents of Lincolnville. Kislak is a seasonal resident of Rockport and a real estate developer from Florida.

The planning board voted in April to allow the complex to create an additional 115 parking spaces to bring its total parking spaces to 483.

And two weeks ago, the Rockland Board of Assessment Review voted 3-1 to grant an abatement to Rockland Harbor Park LLC for the property, lowering the assessment for tax purposes from $8,250,000 to the $5,450,000 that the group paid Bank of America.

The abatement lowers the tax bill by $50,000 annually. The taxes on the property will be about $95,000 annually.

Maine U.S. Sen. Olympia Snowe also issued a statement on the news.

“Rockland — and the entire State of Maine — has many virtues that attract world class business operations like Boston Financial. From the renowned Maine work ethic and available skilled labor force to local, state, and federal business incentives, Maine is clearly an attractive place to locate an operation. Our workers are among the best in the world and they will go above and beyond to provide Boston Financial and its customers with a level of service that is unequaled anywhere,” Snowe stated.
